I live in Lancaster, NY. A small suburb 20 minutes outside of Buffalo. I have always composted using cold piles. I usually empty one bin in the early spring and always find big healthy worms in my compost. I container the finished compost and then flip the bins and start all over for the next season letting the oldest compost finish for the following year. I have never winterized the bins and we have had some very severe winters with the exception of last year. There are always live worms in the compost piles.
