worms in a compost bin outside

I am in Brooklyn, NY, I have a compost bin outside without a bottom situated over earth. Can I put worms in my compost bin and would they survive the cold winter months? The same question for my neighbor whose compost bin is situated over concrete not dirt. What about the summer when the compost bin will reach over 100 degrees?

As far as summer goes, as long as you dont over feed scraps that heat AND as long as you keep the bin damp and out of direct sun, summer should be fine.
