Worms in Raised garden

I have made 2 raised gardens (4x8x2) I put in aged horse manure in the 1st foot and added our soil (clay) in the top foot. I have a worm tower in each. Will the red wigglers help the soil as I believe they do not burrow?

You are right, red wigglers are not natural burrowers, but top dwellers.(if the conditions are right, if not they will die off)
If you are wanting to add worms to improve soil conditions, my suggestion is to do trench composting. This is very simple. You either dig a trench all the way around the raised bed or take the center section out of the bed and use that as a compost area, you add the worms directly into the trench and they stay there and munch on the produce you put in.
